Request for Will Serve Letter

The Engineer/Developer should do the following to obtain a Will Serve letter from the District:

1. Send in two sets of plans as outlined in the District’s Design Standards and Specifications for Water Works Construction, Section III “Improvement Plan Requirements and Submittal” for District Engineer to redline to the District’s office along with the plan check fees as outlined below. Our engineer will redline and return one set for corrections.

2. Send cover letter with plans requesting a Will Serve to go before our Board of Directors for approval.

Cover letter should include:

3. Name of project
4. Location of project (physical address, APN, cross streets, w/n what PUD)
5. What the project will consist of (# of single-family homes, # of units or # of buildings or commercial, green belt, etc)
6. Size and quantity of meters required for project (Our fees are based on meter size)
7. Address to forward letters and who, if anyone, you want cc’d.

When the project goes before our Board of Directors, they may approve contingent upon meeting the Criteria to Ordinance II and Ordinance III (if applicable). Ordinance II fees must be paid before the General Manager, or his designee, will sign off on the plans. After plans are signed by all parties, the District requires 2 sets of signed improvement plans.

Impact fees must be paid before the City of Mesquite will issue a building permit.

Connection fees must be paid when you are ready for the meter(s) and monthly billing begins at that time.

Before the District Inspector will sign off on the completed project, the District requires a set of As Builts and 2 sets of disks, or other suitable computer-ready records.  If tentative plans are going before the City, you only need to request a Water Availability Letter.
