Process Overview

The steps involved in getting your construction site set up for water delivery occur in approximately the following sequence. Some of the steps may overlap, and remember that this is an overview, rather than an exhaustive list. Follow the links for more information and contact us for more information when required.

Initial Application, proof of identity, payment of application fee.

Dedication of water rights to VVWD

Apply for Will Serve Letter or Water Availability Letter - This involves letting the District know in great detail what your plans are so the Board can let you know if they can accommodate your request.

Permits and licensing - Permits and licenses must be in order before construction may begin.

Line Extension Agreement - This agreement between the VVWD and the Developer sets forth the rules for how the line extension will be built, how it will be paid for, who has title, and how the risk will be managed. The Developer and District work out the details in each case after the rules are agreed to by both parties. All financial arrangements will be made and any insurances and bonds procured.

Construction can commence and appropriate inspections will take place to ensure all work is according to code and the VVWD Water Resource Plan.

Installation of Meters and Fire hydrants

Backflow Testing will ensure that the VVWD water supply is protected from backflow and cross connection contamination.

When the construction is finished, at some point the "custody" of the meters will be turned over to the new owners.
