Line Extension Agreement
When new construction goes in, at some point many decisions have to be made about how the new buildings will be connected to the existing water delivery systems. The Line Extension Agreement (.pdf 300KB) lays out the many ways that the VVWD and the Developer will agree to work together to accomplish the line extension and hookup. The agreement is required to be submitted and signed by the District before the Developer can connect to the District's Water supply.
Developer plans are to be reviewed and approved according to VVWD Design Standards.
Construction is to be inspected for compliance.
Costs for inspections, line construction, and connection fees must be determined and deposits made.
In cases where the Developer constructs the line extension instead of the district, among other requirements specified in the Line Extension Agreement, the Developer is required to provide several forms of insurance and guarantees to protect VVWD.
- Proof of contractor's public liability, property damage and vehicle liability insurance in the principal amount of $1,000,000. This insurance shall name the District, its officers, agents and employees as additional insured under the policy. In addition, the insurance policy may not be canceled or materially altered except after 30 days written notice to the District;
- a performance bond for the full estimated cost of the work;
- an indemnity agreement executed by the Applicant and contractor wherein they agree to indemnify and defend the District from all damages, injuries, expenses and judgments arising out of the construction' of the work; and
- a guarantee wherein the Applicant and its contractor warrant the workmanship and materials incorporated in the Work free from defects for a period of one year.
Rights to the improvements are to be turned over to VVWD.
